A building specification depends upon an external engineering standard. The standard is cited only once, but many design decisions rely upon it. Low recurrence does not reduce the dependency. This differs from GrammaticalThreshold because no new relation is being discovered; an existing external authority is functioning as a load-bearing source. Test it by replacing the standard with another and counting how many calculations, materials and approvals must change.
