AuthorityFragment names the condition in which decision-making power remains active while responsibility for the complete consequence disappears. Departments, consultants, interfaces, budgets and legal competences each control a partial action, yet none remains answerable for the assembled result. Distribution itself is not the problem; complex systems require specialised roles. Fragmentation becomes terminal when evidence, funding, execution and maintenance can no longer be reconnected into an accountable chain. The operator therefore asks whether each fragment can identify what it received, altered, authorised or refused, and where responsibility moved next.
